MAY 19, 2023 – TENANT LANDLORD COOPERATION (TLC) SUPPORT COORDINATOR/ADMINISTRATION

JOB SUMMARY:

The TLC Program: seeks to ensure marginalized populations have awareness of their rights with regards to housing, can navigate systems necessary to enforce their rights and/or receive assistance to navigate said systems; provide education, resources, and supports to tenants and landlords; improve landlord/tenant relations through reductions in conflict by increasing awareness and understanding of responsibilities.

The Tenant Landlord Cooperation (TLC) Support /Admin Coordinator performs all the necessary administrative duties as needed in the Tenant and Landlord Cooperation Program.

KEY RESPONSIBITIES:

Objective:  Typical Activities:
·         Program Support and Administrative Activities ·   Greets the public who are seeking to access the TLC program, answers telephone, takes messages, will make appointments when required, also direct them to requested staff person or will provide information regarding any of NECRC’s programs.
·   Provide support to marginalized tenants and landlords through a holistic lens which encompasses client-identified systemic barriers which threaten housing stability
·   Connect clients in need to additional supports through referrals (inter-NECRC, agencies/supports, gov’t) where possible
·   Conduct intake appointments in office and off-site with new clients
·   Input TLC files into Access and HIFIS database on a regular basis
·   Ensure coordinators’ reports are captured in central client database.
·   Coordinate data with TLC staff and ensure tracking and submission of file information regarding activities, outcomes, and challenges is accurate prior to inputting into databases.
·   Maintain communication with participating landlords, tenant, and partners when required.
·   Promote the TLC Program in participating North End and City-wide communities

·   Maintain housing search mailing lists and vacancy lists monthly
·   Maintain awareness of NECRC/NERI-wide programs to ensure cross promotion of community supports
·   Inform stakeholders of rights/responsibilities under the Residential Tenancies Act and other relevant legislation as required.
·   Ensure all communications with clients/partners/stakeholders are timely, clear, and professional
·   Regular verbal/written communications with TLC Lead Supervisor
·   Review and meet expectations of funders
·   Distribute Bed Bug kits and participant supplies as needed
·   Other duties as assigned

FORMAL EDUCATION/TRAINING AND EXPERIENCE:

Education/Training: Experience:
·   Grade 12 plus training or related post-secondary education ·   1-3 years experience working in a non-profit organization
·   1-3 years experience in Community Development Work

OTHER KEY SKILLS/KNOWLEDGE:

  • Knowledge of the North End and inner-city communities (particularly the housing sector)
  • Vehicle and Driver’s License an asset
  • Independent, organized, with strong initiative.
  • Strong verbal and written communication skills (experience developing business plans and funding proposals an asset)
  • Demonstrated ability to work in teams with professionals and volunteers.
  • Demonstrated understanding of tenancy legislation and conflict resolution
  • Ability to maintain calm demeanor under stress.
  • Public speaking through presentations and display tables.
  • Ability to work in hectic environment in office and on site.
Proficiency in the use of computers:

  • Requires some physical strength to lift and carry office supplies
  • Ability to climb stairs as necessary

Sensory Attention:

  • Sight required to operate computer for extended periods of time
  • Hand-coordination to be able to use keyboards for extended periods of time

Position Summary:

The roles and responsibilities of the Tenant Landlord Cooperation (TLC) Program Coordinator is to support and advocate for marginalized tenants facing housing instability. To increase awareness of rights and responsibilities on the part of both landlords and tenants with regards to rental housing; refer and connect tenants and landlords to other resources and supports as needed. Support the improvement and maintenance and prevent further deterioration to the quality of rental properties; to foster increased capacity of tenants, landlords, community organizations and government agencies to address barriers in rental housing stability. To improve homelessness outcomes through the application of holistic grass roots client-based direct advocacy.

·   Provide conflict resolution/mediation to tenants/landlords in disputes
·   Promote the TLC Program in participating North End and City-wide communities
·   Conduct rental inspections on request and in conjunction with client advocacy and grant programs
·   Maintain communication with participating landlords, tenant, and partners
·   Form and maintain partnerships with relevant stakeholders
·   As possible, coordinate or contribute to workshops for Landlords and Tenants
·   Participate in weekly TLC team meetings to guide the program
·   Administrative Activities ·   Submit monthly written reports on goals, activities, and outcomes
·   Review and meet expectations of funders
·   Regular verbal/written communications with Housing Services Coordinator
·   Coordinate data with TLC staff and ensure accurate tracking and submission of monthly written reports on goals, activities, outcomes and challenges

·   Conduct rental unit inspections to determine minimum standards of maintenance are met
·   Provide direct-advocacy to marginalized tenants and landlords through a holistic lens which encompasses client-identified systemic barriers which threaten housing stability
·   Connect clients in need to additional supports through referrals  (inter-NECRC, agencies/supports, gov’t) where possible
·   Where possible, prevent evictions, assist in housing stabilization, achieve required repairs, prevent rental and human rights abuses, and inform stakeholders of rights/responsibilities under the Residential Tenancies Act and other relevant legislation
·   Engage with community organizations, government services, and housing support providers to increase awareness of supports, rights and responsibilities and proper processes to increase community capacity to address rental deficiencies and breaches of rights under the Residential Tenancies Act
·   Maintain awareness of NECRC/NERI-wide programs to ensure cross promotion of suite of community supports
·   Support collaboration with HF workers to prevent evictions through advocacy, mediation, negotiations and building relationships with tenants and landlords.
·   Other duties as assigned
