Road to Your Learners Program
This program is for individuals looking to get their Class 5 Learners licence. This program offers 16 hours of classroom training to prepare for the Class 5 knowledge test. One knowledge test is included and conducted at the end of the classroom training.
Registration fee is $10.00.
Courses are available each month.
Classroom Training is done on weekdays, 10:00am – 12:00pm and 1:00pm – 3:00pm.

Eligibility Requirements
- Must be a minimum of 18 years old.
- Must be a Manitoba resident, living in Winnipeg.
- Must NOT have outstanding fines or holds on ability to have a licence.
- Must be a low-income person. Proof of low income required by one of the following documents; EIA budget letter, or CRA Notice of Assessment.
- Must be unemployed or underemployed (less than 20 hours per week)
- Must have the required identification to apply for a drivers licence with Manitoba Public Insurance.
- Must be able to attend a minimum of 12 of the 16 hours of classroom training.
- Must be prepared to pay the initial licence fee of maximum $65.00.

Citizens’ Bridge is proud to announce the launch of the new and improved in-car instruction program offering support to individuals who need to prepare for the Class 5 road test, or require mandatory training hours requested by MPI prior to scheduling their next Class 5 road test.
All lessons will start and end at 607 Selkirk Ave. in Winnipeg, Manitoba.
This program offers behind-the-wheel training specifically designed for low-income individuals who need to pass their road test and get a Class 5I licence. Through detailed lessons, participants will gain the essential skills and confidence needed to drive safely and confidently. The overall goal is to help participants successfully pass the Class 5 Road test in Winnipeg, Manitoba.
The in-car lessons are subsidized by the province of Manitoba and the Province of Manitoba, lessons are not free. There is a booking deposit of $5.00 for a one-hour in-car lesson is required prior to booking.

Please note that spaces are limited.
Proof of low income is required. The ONLY acceptable documents to show proof of low income will be a 2023 CRA Notice of Assessment or an Employment and Income Benefit Confirmation (Budget letter). Documents must be shown at time of intake, not at the time of application.
We also offer special consideration for individuals who need to complete Mandatory Training Requirement hours as requested by Manitoba Public Insurance.

- Have a valid Class 5L Learners licence or Class 5A Authorized licence.
- English speaking level benchmark of 5 or higher.
- Must connect with Citizens’ Bridge staff prior to any cancellations or rescheduling of appointments.
