Program Description
The Exterior Home Improvement Program (EHIP) aims to encourage and support maintenance of existing housing and infrastructure, promote exterior repairs affecting utility costs, and to help infuse a sense of pride, renewal, and safety in the North End. For the last 20+ years, the City of Winnipeg has funded the program through the Housing Rehabilitation Investment Reserve in designated home improvement zones (HIZ). The North End Revitalization Incorporation (NERI) administers the funds and distributes the grants to homeowners in the William Whyte and North Point Douglas communities. NERI partners with the William Whyte Neighbourhood Association (WWRA) and the North Point Douglas Residents Committee (NPDRC) to ensure the goals and prospects of the program continue to reflect and honour the voices of the experts, members of the community.
Some examples of eligible projects include:
- Roofs
- Siding/Stucco
- Exterior Painting
- Windows/Exterior Doors
- Fences
- Sidewalks/Outside Steps
- Eavestroughs/Fascia/Soffit
What are the program neighbourhood boundaries?
William Whyte (WW): Arlington Ave. E → Main St. W | Redwood Ave. S → Selkirk Ave. N.
North Point Douglas (NPD): Main St. E → the Red River | Redwood Ave. S → the CPR train tracks.
Applications open annually in the early spring and are available at varying grant levels:

- Recent Property Tax Assessment
- Notice of Assessment or Tax Statement (for Fixed-Income applicants)
- (If applicable) Order of Compliance form from the City of Winnipeg By-Law
